Scott Garvey Biography

Academic background

Scott, based in New York, became fulltime of counsel to Macmillan Keck on 1 January 2017. Scott advises governments, state-owned enterprises and private sector companies on telecommunications, utilities, legislation and policy, public financial management, conservation and land management, tax, litigation, and other areas of law relating to public administration and infrastructure development.

Immediately prior to joining our firm, Scott served as general counsel to a public utility in the Federated States of Micronesia, and previously served in various senior government legal positions in Micronesia, including as legal advisor within the Department of Finance responsible for tax law and policy and as Pohnpei State Attorney General.

Scott Garvey
Scott earned a JD in 1997 from the University of Virginia, where he was Executive Editor of the Law Review and Order of the Coif. He earned a BA in history in 1993 from the University of Montana. Following law school, Scott clerked for the Honorable Paul H. Roney, Senior Circuit Judge, U.S. Court of Appeals for the 11th Circuit. He is admitted to practice law in New York, Oregon and Micronesia.
